HB 1481 & Cell Phones at Valley View ISD

During the 89th Legislative Session, Texas lawmakers passed House Bill 1481, which requires public school districts to implement policies restricting student use of personal communication devices during the instructional day.
In compliance with HB 1481, Valley View ISD will enforce restrictions on the use of personal communication devices, including cell phones, smartwatches, tablets, gaming devices, and earbuds, for all students in grades Pre-K through 12 during the school day, beginning in the 2025–2026 school year.
This update aligns with the goals of HB 1481 to promote a focused, distraction-free learning environment that supports academic success and student engagement.
Personal Devices During School Hours
The only approved communication devices during school hours are district-issued devices (such as Chromebooks or iPads) used under staff supervision.
Valley View ISD Implementation Details:

Elementary Students: Personal devices must be powered off and stored in lockers.

Secondary Students (Middle School & High School): Each classroom will have Faraday bags where students will securely store their phones at the beginning of each class.

No phone use is allowed during lunch or passing periods.
Any visible or used device will be confiscated. Students are encouraged to leave personal devices at home. Any device brought to school must remain powered off and stored securely out of sight throughout the instructional day.
Failure to comply with these guidelines will result in the device being confiscated and appropriate disciplinary action. Actions and fees are outlined in the 2025–2026 VVISD Student Handbook.
Valley View ISD is in the process of reviewing and updating its Technology Policy to fully align with the requirements of House Bill 1481.
